Services do not always mean immediate service
When a listing says a lot will have utilities, ask whether they are already operating, under installation or dependent on a future stage. The difference affects timing, budget and the ability to build.
It also matters who delivers each service and which procedures remain the buyer's responsibility.
Direct questions
- Where the water and drainage connection point is located.
- Whether power requires an individual contract or grid expansion.
- Which streets are open, compacted or paved.
- Which maintenance or development fees exist.
A more realistic decision
A lot with clear utilities reduces uncertainty. If you choose an early stage because of price, consider the financial cost of waiting before construction.
Clarify what available means
For each utility, ask whether the network is operating at the lot, whether formal feasibility exists, whether work is under way or whether it appears only in a future-stage plan. Water, sewer, electricity, lighting, telecommunications and roads may have different responsible entities and schedules. Request connection locations, available documents and the date of the information. Pipes, poles or service boxes do not automatically confirm that the lot can open an account.
Separate development cost from connection cost
Identify what the price includes and what the buyer may pay later: fees, meters, service contracts, service lines, excavation, boxes, transformers or network extensions where applicable. Ask about maintenance charges and unfinished work within the development. Record who receives each payment and what receipt is provided. A complete figure makes it possible to compare a build-ready lot with an early-stage lot without hiding cost or waiting time.
Match utilities to your real schedule
If you intend to build soon, request verifiable conditions for design, permitting and connection. For a long-term purchase, document development milestones and how buyers will receive updates. Review construction access, waste collection, lighting and storm drainage as well, because a connection within the lot does not make the surrounding area operational. Add all decision-critical answers to the file before signing and do not base a construction schedule only on verbal dates. Recheck the information before construction begins.
Separate a nearby network from an available connection
A pole, pipe or access cover in front of the lot does not confirm capacity or a right to connect. Request written feasibility from the provider, the planned connection point, phase, construction owner and buyer cost. Ask whether extensions, transformers, pumping, discharge works or permits remain. Record the document's validity and the lot it covers.
Calculate the full service path into the property. Include the contract, meter, preparation, trenching, backfill, tests and restoration of sidewalks or streets. If delivery occurs in phases, define what can operate on each date. A home cannot function on the promise of a future network.
